*Two Planners will be hired, one for each of the functional areas of comprehensive planning and developmental review. Opportunities for cross training will be available to the candidates chosen for hire.
Under limited supervision in the City's Planning and Development Services Division, conducts research, collects information, interprets and ensures conformance, and makes recommendations for the development, amendment and implementation of the City's Comprehensive Plan and Land Development Code in coordination with local and state regulations and requirements. Assists the Division in achieving the City's goals and objectives.
QUALIFICATIONS AND REQUIREMENTS:
* Work involves a minimum of physical effort within an office environment. Occasional driving required to locations within the City, County, and Tampa Bay region. Requires flexible hours for attendance at City meetings and events. The job requires frequent fine manipulation, grasping, and repetitive motion of small objects. On rare occasions may be required to lift and carry up to 25 pounds.
* Requires the equivalent of a bachelor degree from an accredited college or university with a major in urban planning, public administration, or related field. Requires three (3) years progressively responsible experience in planning, zoning, and land use fields, with one (1) year of experience with Florida Statutes. Certification as a CFM and an AICP must be obtained within a timeframe identified by the department Administrator. One (1) year experience in a lead or supervisory capacity, CRS, or GIS experience a plus.
* Requires a valid Florida driver license.
* This position is assigned the status of Emergency Non-Essential Personnel for the purposes of work assigned before, during, and after a disaster-related event.
EXAMPLES OF DUTIES:
* Principal Planner - Comprehensive Planning
Performs senior level, professional planning work to produce long range plans; conducts research and analyses; interprets statutes and administrative rules; writes, edits, and revises the Comprehensive Plan, Capital Improvements Program, Local Hazard Mitigation Plan, Community Rating System reports, and other documents. Prepares maps for predevelopment conferences, presentations, programs and projects. Conducts an ongoing review of the elements of the Comprehensive Plan to ensure their relevancy to continuous change in the City's population and economy. Assists in the administration of the National Flood Insurance Program. Reviews all Elevation Certificates for accuracy and assists with the administration of the City's Floodplain Ordinance.
* Principal Planner - Development Review
Prepares reports on land development cases, such as Land Use Plan Map amendments, rezonings, Code amendments, conditional use, variances, vacations, site plan reviews, etc.; inspects sites through field analysis for compliance with Code requirements and coordinates the plan approval with City, countywide, and state processes; prepares reports on inspections; meets with clients to discuss development of land parcels and determine applicable Code provisions and City policies. Annually reviews changes of Florida Statutes, and coordinates with staff to write amendments to the Comprehensive Plan and Land Development Code. Provides guidance and direction to technical planning and zoning staff in order to effectively and efficiently serve all stakeholders; attends and represents the City at meetings on land development cases and issues. Assists with and assumes responsibilities as needed in other areas of Community Development Department as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
* Knowledge of the principles, practices and philosophies of urban planning; the City's code, planning, and zoning regulations and appropriate application; applicable federal, state, and local laws, ordinances, statutes, regulations, rules, policies, and procedures; the construction and development industries.
* Skill in site plan review for residential, commercial and industrial projects; analyzing information and drawing valid conclusions; developing and maintaining effective interpersonal relations; interacting with people at all levels of the organization; oral communications in one-on-one and group situations; following oral and written instructions; written communications for administrative and technical purposes; operating computer hardware and software, and other standard office equipment.
